Deputy Clerk
Key responsibilities of the Full-Time Position of Deputy Clerk include coordinating and facilitating with Village Board, Village departments and external organizations; recording secretary for Village Board and sub-committees; assisting with community requests, engagement and education; processing tax bills, invoices and payments; maintaining official Village records and responding to Freedom of Information Law requests; processing Vital Statistics, applications and issuing licenses, permits and certificates; assisting with payroll processing; and various customer service related functions in person and via telephone.
Keys to success include excellent verbal and written communication skills; being professional and courteous with external customers, organizations and Village officials while working effectively in a team environment; great organizational skills and attention to detail.
Starting rate is $24.92 an hour, plus a highly competitive benefits package.
Minimum qualifications include graduation from high school or possession of a high school equivalency diploma, or higher level or education; AND two (2) years of clerical experience maintaining financial accounts and records. This is a provisional full time, 40 hours per week, NYC Civil Service competitive class position, subject to Civil Service rules for eligibility and requires the individual to take a Civil Service exam at a future date.

Deputy Director of Public Works
The Deputy Director provides hands-on leadership, strategic direction, and operational oversight to various departments within Public Works, reporting directly to the Director of Public Works. This position ensures the delivery of public services, infrastructure maintenance, and capital improvement projects.

𝐊𝐞𝐲 𝐑𝐞𝐬𝐩𝐨𝐧𝐬𝐢𝐛𝐢𝐥𝐢𝐭𝐢𝐞𝐬 𝐢𝐧𝐜𝐥𝐮𝐝𝐞:
- Assist the Director in planning, directing, and coordinating department operations
- Oversee field operations for the following departments: Water/Sewer Distribution, Water Treatment Plant, Wastewater Treatment Plant, Electric, Streets, Parks and Facilities, and Recreation
- Prepares and reviews bid specifications for the Director’s final review and approval
- Assist in developing and monitoring budgets for departments.
- Provide mentorship and guidance to staff
- Collaborate with other departments, agencies, and community stakeholders
- Ensure compliance with local, state and federal regulations
- Develop and improve the Village of Penn Yan Health and Safety Program for public works personnel
- Coordinate and oversee all required trainings including new hires and yearly requirements
- Oversee and administer work on contractors doing work in connection with public assets
- Attend various local, regional, and state meetings as required
𝐌𝐢𝐧𝐢𝐦𝐮𝐦 𝐐𝐮𝐚𝐥𝐢𝐟𝐢𝐜𝐚𝐭𝐢𝐨𝐧𝐬:
- Graduation from a regionally accredited or New York State registered college or university with a Bachelor's degree in Engineering or closely related field and three (3) years of experience in the construction, installation, maintenance and/or operation of water transmission and distribution systems, wastewater treatment systems, streets, parks, playgrounds and cemeteries and electrical distribution system, one (1) year of which involved supervision; OR
- Graduation from a regionally accredited or New York State registered college or university with an Associate's degree in Engineering Science, Engineering Technology, Construction Technology, or closely related field and five (5) years of experience as stated in (a), one (1) year of which involved
- supervision; OR
- Graduation from high school or possession of a high school equivalency diploma and seven (7) years of experience as stated in (a), one (1) year of which involved supervision; OR d) An equivalent combination of education and experience as defined by the limits of (a), (b), and (c) above.
𝐏𝐫𝐞𝐟𝐞𝐫𝐫𝐞𝐝 𝐐𝐮𝐚𝐥𝐢𝐟𝐢𝐜𝐚𝐭𝐢𝐨𝐧𝐬:
- Strong understanding of municipal infrastructure systems, construction practices, and maintenance procedures
- Ability to work effectively in field settings and lead diverse teams
- Exceptional communication, problem-solving, managerial, and organizational skills
- Experience with GIS, and other relevant technologies

Contributing to your community as a board member can be a meaningful experience. One where you can gain first-hand knowledge in government proceedings while assisting in important community decision-making. Four of the Village’s five boards typically meet once monthly or less.
