The Village of Penn Yan Municipal Utilities is pleased to offer customers the convenience of Direct Withdrawal - an automatic, no-fee payment option that allows your monthly utility bill to be deducted directly from your bank account. In addition, customers may choose to receive Electronic Billing, with monthly bills delivered directly to your email inbox.

Village Hall Closure Notice
Village Hall will be closed on Thursday and Friday, November 27–28, 2025, in observance of Thanksgiving.

Sidewalk Replacement - Closure Notice
Sections of the Main Street side walk, between Water and Elm Streets, are scheduled to be replaced beginning Wednesday, November 19th as part of the Downtown Revitalization Initiative (DRI) Project. Please be advised that there will be intermittent sidewalk closures for the duration of the project. If you have any questions, please contact the Department of Public Works at (315) 536-5866. See letter from the Director of DPW.

Fall Cleanup – Brush & Leaf Pickup Information
Brush pickup will begin on October 20th. Please have all brush placed at the curb by this date. Crews will make multiple passes through the village, starting at Burns Terrace and ending at Red Jacket. Leaves will not be collected at this time.
Leaf pick up will begin on November 17th. Leaves should be placed at the curb in piles, paper bags or plastic totes. Mulched leaves must be bagged to be collected. Free paper bags are available at Village Hall, 111 Elm Street. Pine cones, walnuts, and fruit must also be placed in paper bags or containers. Plastic bags are not allowed. Please note, the Village will not collect large tree limbs over 3” in diameter, appliances, lumber, construction debris, plastic bags, or household items. Kindly avoid piling debris near streetlights, utility poles, guy wires, hydrants, water valves, ditches, storm drains or other obstructions.

Pro-Housing Community
In the Fall of 2024 the Village of Penn Yan became certified as a Pro-Housing Community by New York State Homes and Community Renewal. The Board of Trustees adopted, by resolution, the Pro-Housing Communities pledge in where the Village of Penn Yan will endeavor to streamline permitting for multifamily, affordable, accessible, accessory dwelling units and supportive housing; adopt policies that affirmatively further fair housing; incorporate regional housing needs into planning decisions; increase development capacity for residential uses; and enact policies that encourage a broad range of housing development. As a certified Pro-Housing Community, the Village of Penn Yan is now eligible to apply for various discretionary funding programs with up to $650 million available. |

HEAP Updates
The Home Energy Assistance Program (HEAP) regular benefit is scheduled to open 11/17/2025. The emergency benefit is scheduled to open 1/02/25. See the HEAP website for future updates.

Utility and Tax Payments
Utility and tax payments can be made online, please click here to begin. Effective November 15, 2020 a convenience fee of $1.95 will be applied when making a ACH or e-check payment. The fee for debit and credit card payments is approximately 2.95% of the total bill.
