Bart has lived in the Village of Penn Yan for over 40 years. He has been a dedicated volunteer in this community since day one. He is currently a semi-retired Insurance Agent who will be fully retired at the end of this year.

Bart is a past Planning Board member, Village Trustee, Deputy Mayor, Interim Mayor, Penn Yan Fire chief, New York State Fire Inspector, Yates County Fire Investigator. He has been a coach in Little League, babe Ruth and American Legion baseball along with being a referee for Jr. Football League. He was President of the Yates County Slo-Pitch League at the time of its incorporation. Bart is a Life Member of the Penn Yan Fire Department, member and past Exalted Ruler of Penn Yan Elks Lodge # 1722 and a communicant of St. Michael’s Church and a member of the Knights of Columbus. He and his wife Sharon have raised three children in Penn Yan and are proud grandparents of five. He states he “chose” to live here and has never regretted it for a moment. Winslow says he has the energy, time, commitment and dedication to help moving this community forward.
